Manual appears on following links:
http://waterheatertimer.org/Woods-timers-and-manuals.html#Brinks
http://waterheatertimer.org/pdf/Brinks-44-1020-manual.pdf

The manual has important illustrations, and has more words than allowed for free answer.
Open manual and get as far along as you can, and then add a comment where manual is confusing and I will help.

The battery is rechargeable type, so plug timer into outlet for hour and then unplug timer to set programming.

Setting the timer on the Brinks timer model # 42-1006

The way to set it is two-fold:
1. pull out the tabs for the times you do not want the light (or other) to be on. The tabs that are left in will be powered.
2. Set the time of day by turning the know to the indicator arrow.

I also have lost my manual for a Brinks Digital Timer Model 44-1073. How do I get a copy of the manual for this little thing. I downloaded produtools. com but no help.

Brinks is Hampton products:
http://www.hamptonproducts.com/contact-us.php

This product has 3 star rating at Home depot.
Timer has 1 year limited warranty so expect immediate failure to 3 year lifespan, or sometimes longer until internal rechargeable battery is no longer able to hold charge.
For indoor plug-in timer with lifetime warranty, Intermatic DT620 costs $2-8 more from Amazon.

Brinks 42-1009 ez vacation timer instructions

The Brinks 42-1009 EZ Vacation Timer is preset with 7 full days. You cannot choose when it goes on and off.

To set, spin the dial (clockwise only) until the arrow in the upper right of the center face is near the current day and time. Plug everything in and switch the upper tab to the right. On certain days, it will turn on in the early morning as well as evening or late night.

You cannot choose when to turn the light off. However, if you are home, you can turn the light on by switching the upper tab to the left. Remember to switch it back to the right in order to activate the timed on/off periods.

The Brinks Model 42-1014 fails after a few weeks. The motor that turns the timer dial is not strong enought to trigger the on switch. I can move the dial by hand to turn it on and it does turn off but...

I agree.
I test timers.
Brinks timers are near lowest quality of all timer brands, yet all timer manufactures sell lower end products to meet price points. Brinks are probably made by one of the bigger brands.

Test your outlet with cheap circuit analyzer from box store to make sure that polarity of outlet is not reversed. Notice that Brinks timers, like most plug-in timers, have polarized plug.
Polarized plug has wide and narrow blades so they plug into outlet correctly.
Wide blade is for Neutral, and narrow blade is for Hot.
If outlet has polarity reversed, this will adversely affect timer motors, and other appliances.

My brinks 44-1020 digital timer was set up right and dose not work. i bought a new one and that one also dont work am i doing something wrong or is there a lil trick to it

1) I posted Brinks 44-1020 manual
http://waterheatertimer.org/pdf/Brinks-44-1020-manual.pdf
Folks can order Brinks manuals from hamptonproducts.com

2) Manual shows phone number for defects 800-562-5625

3) I test timers, and some arrive defective, and people occasionally tell fixya they got 3 bad timers in a row. I tell them buy different model: for example buy quality timers at Lowes and Home Depot

4) Timer manuals have more words than allowed for free answer, but I suggest you write out steps shown in manual. Most timers have same basic steps so once you know how one timer works, all other timers work same way. This will eliminate human error as possible cause.

5) Here is a list of common problems with timers:
If plug-in timer doesn't work
a) Check receptacle for power
b) Check lamp is turned ON
c) Check bulb is good.
d) Check tabs or pins are set
e) Check override switch pushed fully in position
f) Try timer in different plug and with different lamp
g) Test circuit with inexpensive circuit analyzer from hardware
h) Don't exceed maximum wattage
i) Programmable: check for overlapping programs, and conflicting days.
j) Programmable: write out programming steps
k) Outdoor with photo cell > test with black tape over photo eye
l) Turn photo eye away from light source

How do you set the timer in fifteen min. intervals? Especially when there are 4 pegs?

1) You need a timer that breaks 24-hour day into 15 minute intervals.
Hampton timer and other timers with movable trippers cannot be set for 15 minute intervals.

2) All mechanical plug-in dial-type timers have 1/2 hour intervals or more

a) For example Woods 59366: sold at Lowes as Utilitec 0148297 or Target as Westek TM series
http://waterheatertimer.org/Woods-timers-and-manuals.html#59366
b) Or GE 52012 sold at Home Depot
http://waterheatertimer.org/GE-timers-and-manuals.html#52012

3) If you want 15 minute intervals, you need digital timer.

a) For example GE 15091 sold at Home Depot
http://waterheatertimer.org/GE-timers-and-manuals.html#15091
b) Woods 59377 sold at Lowes as Utilitec 015671 or Target as TE06
