It means the printhead [laser] is "missing" - but usually it's just the data cable at the end of the printhead has popped out. Very common - we have hundreds of Okis at our corp and I've fixed this many times. Turn the power off, pull either the left or right plastic clip AWAY from the printhead, and carefully insert the data cable back into the connector on the printhead. Put one end of the printhead nearest the data cable back into its plastic clip, and make sure the spring is seated on its little post on the bar, and then click the rest of the printhead into the clip on the end opposite of the data cable, again making sure the spring is seated on its post. Turn the printer on - your error should now be gone.
The Oki error 124 refers to:
LED Head Missing, Color:Black
When black LED head connection cannot be detected.
If restarting the printer doesn't solve the problem, i'm afraid it's the printer fault and you should call the OKI service.

My solution was even easier:
1. Turn the printer off
2. Remove the cartridge from the printer
3. Turn it on
4. Insert the same cartridge again
