Check that the incline plus switch is not jammed or likely there is a defect in the panel circuit causing plus incline to be repeated. This needs to be trouble-shooted by removing and testing the panel circuit.
You've probably figured out by now that your speed reading is in kilometers. You need to adjust the settings to non-metric. The math is as follows, you measure miles times .62. So 9.7 times .62=6.014. Damn, c'mon America, learn some metrics!
The fold up latch is on the underside of the walking surface. There is a chrome tube that has a pull knob on the side of it to release the treadmill and allow you to fold it down. You do need to lift the weight of the deck slightly to allow the pin to work freely. Once the pin is pulled you can ease the walking surface down flat.

If the console lights up but the buttons don't work, then unfortunately it's probably the console and they're not repairable that I know of. You may want to check the wiring harness and the connections at the console and at the controller under the motor hood. Pull them apart and check for bent pins. If they look good, the console is most likely bad.
