Go to the Hotmail homepage.
Click the "Sign Up" button at the left of the screen.

Choose whether you would like Windows Live Hotmail or Windows Live Hotmail Plus.
The former is free, the latter is not.
Fill out the required application information.
Click the "I Accept" button at the bottom of the screen if you accept the Windows Live Service Agreement and Privacy Statement.

If you're attempting to load Hotmail through Hotmail.com, your browser may be having a hard time redirecting you to the new site.
Go to the Windows Live website (see Below) directly and try to log in there.

Goto www.hotmail.com
and enter your email address and password. It should work.
