Try entering the BIOS (usually by hitting F2 or Delete during the boot up sequence) and looking under the boot menu for the USB drive. Some older systems cannot boot from USB. You might have improperly formatted the USB drive. What are you trying to boot into?

WHY DOES MY DELL INSPIRON 2650 SAY OPERATING SYSTEM NOT FOUND?

This usually is cause when the computer cannot find the boot program on you HDD. But there are other causes also. Before going to the boot program let's check other things first. Your primary boot sequence in the CMOS setup is not set to you primary HDD and the computer looks for the boot system in the CD/DVD/Blueray disk drive or USB and couldn't find any boot program. But normally it would skip those and go to your primary HDD. But if you have those CD/DVD or a USB stick, external HDD plugged in then remove them and try rebooting again. If that doesn't work, than you have a defective HDD. Check your HDD, try recovering with windows recovery disk. Worst thing, Reinstall windows again, install new HDD and reinstall windows.
Sorry for the later suggestions.

have you went onto the BIOS to make sure that the boot options are correct e.g. CD DRIVE 1st priority?

Can not boot dell poweredge from usb cd

try turning usb support on in the bios,if this doesnt work try reseting your bios this should return it to default,hit f2 as it restarts when you are in. hit alt e alt f it should beep everytime you do this,what this basically does is clears nvram, go to boot devices and see what you have available,exit and retry your boot device

Where is the location of cmos battery on dell 2650.

pulling the battery will not help it is hard coded in CMOS you need to send it in or take it to a service center that can re flash it for you i do not suggest you re flash BIOS on your own because that could cause a bigger problem

The keyboard is probably broken or the cable is loose (unlikely) from the motherboard. Does the keyboard work at all? at any point?

Try a external keyboard, usb for example and see if that works.
