If you are referring to an actual "regular" mouse, unplug it from the USB and try plugging back in again.
If you are referring to the "TouchPad" type on a laptop, usually there is a tiny button near the touchpad that you may have inadvertently shut off by hitting it. Mine is right at the top part toward the screen, but still part of the touchpad. If you can't find the little button then refer to your manual if you got one to find out where the off button is for your touchpad and turn it back on.
