Here is a link to an Owner's Manual for a Haier 45 pint dehumidifier. Not sure if yours exactly like it or not, as you didn't mention a model number. You can download and print the manual for future reference.
Don't run the compressor for any length of time without the fan operating. Is it possible that the fan must be replaced? Can you power the fan safely to test it?

You may have the humidity level set to high. Keep in mind, the higher the number on your LED screen, (if your units have LED display) the more humidity remains in the house. Lowering the numbers on the screen (to 45%), should have a better affect.
I suggest you experiment with the settings. Does this unit have a "current humidity" display?
Start with a higher setting and let it run for a few days watching how much water it pulls. Keep turning it down a little every few days until the problem you're trying to fix no longer exists (musty smell, sweating pipes, etc.)
Well life span is 3-15 years depends how long and hard you run them. 45 pint is about 1000sqft basment. rule of thumbs bigger better. run less and do a better job. A dehumidifier takes water out of the air so you don't put water in it. Give me the entire model # from the sticker on the unit and I will see if I can get info on it for you.
