Sounds like the provider (AT&T, Verizon, etc) has that particular SIM card (and thus account) suspended or otherwise disabled. Call them up or stop in and find out why that would be.

You have to have a SIM in the phone if you don't have one. Otherwise Emergency calls only. If you do have a SIM but you are getting that it means the Sim is not detected or is inactive or you've pressed emergency call and the phone is locked. You should have a back button to dismiss emergency dialer and enter pin or pass code.
Sim disabled try another sim card on the phone, you will most likely have to get a new sim card, contact your service provider and ask about a new sim card.
it sounds like you might have a different sim card and did not let t-mobile know. if you don't have a new sim card in the phone then you might try 1234 then call or 0000 then call
