Why does the timer keep counting to 60 then startover again at 1 and count agin to 60 and keep doing it?

There should be a button labeled timer. Hit that then enter the time you want it to count down to. Then hit the timer button again.

TIME OF DAY MODE
1. Press C to toggle between Time 1 and Time 2.
2. Hold C for two seconds to set Time 1 or 2 as default.
3. Press D to turn on/off key tone.
Time 1
> To set Time, press A until hour flashes. Press B to select the setting
item. Use C and D buttons to adjust the values up or down. Press A to

CHRONO MODE
1. Press C to start and stop chronograph.

5. Press C or D to exit Recall mode and go back to Chronograph mode.
6. There are a total of 10 lap memories.
TIMER MODE
1. There are 3 different modes of timer: Count Down-Stop, Count DownRepeat, Count Down-and Up.
2. Press C to start/stop the timer counting.
3. Press D to reset the counter to the preset value if timer is stopped.

Ok, this is the way it works, and I keep my clock radio for this feature alone. It is a 2 hour "count down" timer. It is set in 15 minute intervals. Supposed you wanted to take a 1/2 hour nap. Press the button but don't let go. As you hold your finger down the timer will start at 2 hours (2.0) and it will then go to 1.45, etc. When you get to a 1/2 hour let go and it will start counting down. If, in the process, you make a mistake, press the blue button and don't let go. Hold it down until it erases the setting and removes the NAP text from the front display. Release button. Start holding down the button again. Once again, the display will go to two hours, continue to press button, it will start counting back in 15 minute increments. Again, when it gets to 1/2 hour, quickly let the button go. As the clock counts down, you cannot see how much time is left on the clock. Press the button, quickly let go again. It will display how much of the 1/2 is left. When the clock counts down to zero, either the alarm will sound or the radio will start playing depending on what you set the alarm to do. You need to adjust the mixer speeds:

Remove the screw holding the End Cover and locate the three screws from the Control Plate.
All three (2 top left and right, and 1 bottom) must be adjusted.

1. Loosen the lock nuts enough & Turn the 2 top screws clockwise until they cannot be turned
anymore. Leave the bottom screw alone for now.
2. Use a dab of white paint or paper whiteout to mark the positions of the Phillips screws.
3. Plug in your mixer and Set the speed selector to "Stir".
4. Turn each top screw One full turn couterclockwise (alternating between Left and Right)
Keep making one full turn at the time (for both left and right) until the motor starts running.
5. Put your hand near the Agitator shaft and allow it to brush your finger slightly. Use your
watch or clock and start counting the number of times the shaft touches your finger in
60 seconds. The correct count should be 60 RPM (Rounds Per Minute). If it is less
or more than 60, give each screw 1/4 turn counterclockwise or clockwise and start counting
again. Now tighten both lock nuts.
6. Set the speed selector to "6" and turn the bottom screw either clockwise or counterclockwise
to achieve a speed of 180 RPM.

Spring wound countdown timers turn on the load after dial is turned.
If your timer is not counting down, and turn knob is not rotating back to the start position, then timer is no good.
This timer counts down even if it's not connected to electricity, so the problem is not wiring.

The Timex 50 lap and 100 lap watches have count-down count up capabilities.

The only thing that I can think of is that you are using a dryer intended for Europe in the US. While they both run on 220V, the timer motor will be specific for the frequency of the country. The US uses 60 Hz. Europe uses 50 Hz.

To keep the explanation simplistic, your timer motor expect 50 electric (frequency) "beats" per second but instead is getting 60 beats per second. Your clock is turning an extra 12 seconds every minute.
