That's telling you to set the clock which has lost time. Manuals are available from GE if you've lost yours. The model number you give is not valid, but here are links for the 27906 and 27907. If neither of these is yours you can pick your model from the list here.
CL means, you need to set the MIN, HOUR, DAY/CHECK. These buttons are on the back of the unit. You need to start with MIN, then HOUR and last DAY/CHECK. Hold the MIN button down to start the set up. You release the button on the correct selection. The button is slow to react, you might need to circle around to get the correct timing to release your figure from the button. The same with the other buttons. I was very glad to stop the flashing of the CL and number of calls on the answering machine. (my house lost power and all the clocks needed to be reset, this was the biggest clue. So CL either means CLOCK or CLUE.)
I'm getting CL too, and don't know what that means, but I DO know how to get your remote phones to work. Before I lost the manual I had to do that. Simply set each one in the main charger for about 20 seconds and they will work.

We had this same problem and seeing that the Manual is incorrect, I searched GE website manuals to find a different one that at least looked like the right model and found out how to clear the CL message code. This is just a time/day setting and it is to be done by the handset, not the base unit, With the handset, press the flash key, then press #8. You should now see the time flashing in the display. Adjust the time then press the pound key. Now the day is flashing in the display. adjust the day with the up arrow, then press the pound key to finish. Your base unit will announce the time and day is set and the CL is gone.... good luck
