need to know make model , type of equipment to answer that
basically is the saw blade fitted correctly and tight. if the blade is on the same housing as the motor there iwll be no bely and you have a problem in the gears in the housing
Try going to a store that sells scroll saws and look at the new models to see how they hold the blade. Take your Dremel with you. Maybe you can find one that is similar enough that could work if you can get the part. Then go to the tool company's web site and search for the manual for the comparable tool you found - they all have on-line manuals nowadays. You should be able to order the part you need. Good luck!
Go to Dremel.com or call toll free1-800-437-3635 and tech service might be able to get you a schematic and wiring diagram.
