How to set it to switch on for 5 minutes every 15minutes.

This video explains how to align the Chronograph hands. If that isn't that you meant, you will need a Longines Service Centre and have it properly serviced. Quality watches like yours should be serviced about every 5 years.

First thing" DON'T TURN IT ON"!!!!...........
1. Take the device out of the otter box and remove the sims card.
2. shake out water. Now, use a blow dryer on low heat for 15-30 minutes .
3.Now place in uncooked rice for a day more if it was alot of water and in it for more then a few minutes
4.Blow dry again for about another 15minutes
5.Turn on and hope like all heck that it works or your looking at depending which iPhone you have up to 369.00 to replace the device because apple does not cover water damge with or without AppleCare..

Try power option High performance or search your Advanced power settings for the USB settings, I don't know what your OS is, but the settings can be set by the device.

Leviton Decora manual says:
"PR180 operates by detecting motion (such as body heat) within its field-of-view (area of coverage) and automatically switches lights ON. When motion is no longer detected, lights remain ON for a selected time and automatically switch OFF.
Adjustable light and time-delay controls are located on the front of the device."

The manual is not specific about set times.

In any case, the device has off-delay timing circuit, so once infrared heat is no longer sensed, the delay period begins, and once the delay period expires, the device is switched off.
Delay timing circuits are common for many home and industrial applications.
As a general rule, delay timers can be set for different time durations, however the Amazon page that sells PR180 product does not specify available time settings either.

Delay switches
Here is manual delay-time switch Tork SS20 SS13 where you can 'fine-tune' the delay circuit, but my experience is that exact 5 minutes is not easily set:

GE 15318 switch offers 5 minute, but there is no guarantee that you can get 5 minutes exactly:

My conclusion is that there are very limited delay-time choices with this model number, or device is defective and suggest to call Leviton.

Did you recently update your firmware version? If yes, then you have to exercise some level of patience when starting up the phone. Depending on certain conditions, it might take up to 10-15minutes to start up fully for the first time after a firmware update.
If this doesn't work for you(that is after waiting for about 15minutes) you can try the hard reset by pressing down the "alt", "shift" and "enter" keys simultaneously while the device is coming on. This could have happened as a result of a crashed firmware.
Lastly, pull out the battery for 10 minutes and put it back in. This should solve the issue.
Note that: the hard reset combination must be held down until the phone goes off and comes back on by itself.

bharapatel5, You will just need to resolder one "thermally intermittant" poor solder connection inside the monitor. Go YOUTUBE and watch video clips, then do very close inspection of the "switch-mode-power-supply/ccfl inverter supply" printed circuit board. Inspect for "swollen" electrolytic filter capacitors that may need replacement also!!! The Leviton 6230 is a countdown timer with maximum time of 30 minutes.
The other times are 15minutes, 5minutes and 3minutes.
The timer has a manual override.
Push the bottom button and the timer works like a switch.

Leviton also make the 6260 countdown ... with 10-20-30-60minute times.

Take and locate the oil pressure switch and try bypassing it,if that aint it check fuel filter and pump.

In the control panel, find the power management settings; it is probably set to Shutdown after 5 minutes, on battery. Change that setting to never. Actually, you can set them all to never.
