If my phone charge gets too low, it turns itself off and cannot be charged or turned on. The only way I have been able to solve this is to spend an entire day attempting to turn it on over and over again, while plugged in. Leave it for a few hours, then charge for 4+ hours.
If still not working hold down the HOME button whilst plugging into the computer and see if it lets you restore.
Otherwise take it to an apple store to get a (hopefully) free repair
As the phone keeps turning on off there is some loose contacts or some dirt is there at battery terminals try cleaning phone and battery contact terminals
