Mostly generated due to a firewall configuration issue.
The problem is to identify which firewall needs adjusting; the one at your site or the one at the other site (be persistent, the other site usually claims that their configuration is correct *wink*).

What is the difference between VPN-connection and Proxy websites?

While both a Proxy and VPN service will re-route your internet traffic and change your IP, they function slightly differently.
Think of a Proxy as a Web Filter. The proxy settings are applied to your internet browser whether you're using MSIE, Chrome, Safari, Firefox, Etc. When browsing the internet through a proxy server, all benefits with that server are used, for example, (Security, Speed, and Geographic Location). The proxy will only secure traffic via the internet browser using the proxy server settings.
Unlike a Proxy, a VPN service provider(Virtual Private Network) encrypts all of your traffic, replacing your ISP and routing ALL traffic through the VPN server, including all programs and applications. This also will use all benefits of the VPN server such as (Speed, Geopgraphic Location, and Security).
The VPN can be easily connected or disconnected with the click of a button.
In conclusion, a proxy server is completely browser based, and is not as compatible with certain web pages that use non-browser technology such as: Comedy Central,Zatoo, Fox OD, and Sky Player. However, a VPN will work with ALL internet based services, but will offer less choice on which applications will get run through your ISP, as with the VPN, everything is routed through that server when connected.
So, you can get VPN services from sources like HideMyAss, Super VPN, etc., Once you have enabled a VPN service, you can visit IP-Details.com and have an IP lookup to ensure the change in your IP address.

Speed test through the modem gives proper results. Connect a Fortinet 110c IPsec VPN and speed is tremendously slow

VPN connections are encrypted, this adds extra overhead to the connection and an extra place all data must route through.
Once connected to a VPN your speed is determined by the slowest connection between you and your end point (The site you're visiting, or the service you are using)
For example:
If your home / business connection is a 20mb but your VPN is a 1MB connection, then your speed is going to be less then 1mb once you connect through the VPN.

Encrypted traffic is usually a bit slower, however if you feel speeds are far slower then they should be, you will need to contact the vpn service provider and see if any settings in your VPN software can be changed to speed things up.

What is routing loop?

A routing loop is a condition in which a packet is continuously transmitted within a series of routers without ever reaching its intended destination network. A routing loop can occur when two or more routers have routing information that incorrectly indicates that a valid path to an unreachable destination exists.
The loop may be a result of:
Incorrectly configured static routes
Incorrectly configured route redistribution (redistribution is a process of handing the routing information from one routing protocol to another routing protocol and is discussed in CCNP-level courses)
Inconsistent routing tables not being updated due to slow convergence in a changing network
Incorrectly configured or installed discard routes

Client can not surf or ping specific web address - Cisco router

I am not sure but I believe the IP address is not correct. The trace goes to the following address:

Normal 0 false false false MicrosoftInternetExplorer4 /* Style Definitions */ table.MsoNormalTable {mso-style-name:"Table Normal"; mso-tstyle-rowband-size:0; mso-tstyle-colband-size:0; mso-style-noshow:yes; mso-style-parent:""; mso-padding-alt:0in 5.4pt 0in 5.4pt; mso-para-margin:0in; mso-para-margin-bottom:.0001pt; mso-pagination:widow-orphan; font-size:10.0pt; font-family:"Times New Roman"; mso-ansi-language:#0400; mso-fareast-language:#0400; mso-bidi-language:#0400;} Tracing route to 200-100-1-5.dsl.telesp.net.br [200.100.1.5]

on my machine. This is only a service provider I believe and not an end website. Have you checked and verified the ip address with the contact organization? Just because you can run a trace route on an ip address does not make accessible.

The cisco could also be blocking the outbound connection at your end.

Hope this helps.

Switch to Switch Connection

This is a very specific problem that requires a site visit to solve, there are many factors that can effect the transmission of data over a run of that length. There are many solutions to this problem, they range from rerouting the cable run to avoid sources of interference to selecting another medium such as WLAN or IrLAN. The specific implementation of the solution must be custom tailored to the situation, sometimes the solution requires equipment that is readily available on a store shevle and sometimes the solution must be engineered to accommodate the needs.

I would recommend looking at the cable route to see if it runs past any major interference makers (copiers/large office machines, industrial equipment, power equipment). Then look at the possibility of an intermediate repeater/router (protected location and availability of power outlets). Another possibility is a wireless technology, the specific technology depends on many factors. If you need high speeds or large data transfer, perhaps an Ir (Infra-red) link or WiMAX (802.16) would be best. If general purpose network connectivity is needed, then a standard 802.11 a/g WLAN will suffice. I recommend that you contact a local networking firm for a detailed consultation. Another resource that might be a better fit for most small budgets will be to contact the local college/university that has a well defined IT program to solicit members of the Alumni in a networking degree field.
