Recheck your phone with another charger which is amply available in the friends circle, once confirmed the charger can be replaced. There are cases in which the circuit functions improperly , sometimes the capacitor can be replaced to rectify the faulty.
other wise as these needs to be broken open the charger can be replaced.
If your charger test also give the same result, then the battery or the charging circuit in the phone is faulty.

just try the following..
connect ur mobile with a system (usb cable)...
found out whether it is charging or not...
if the same prblm appears then there is a prblm in ur cell phone or power jack(socket)...
if it charged with usb cable buy a new charger
Please change Phone Bettery and check the charging

Secend Option:
Your Phone charging IC Fault So Please change charging IC
And charging Problem will Solved Quickly

I advice you try use a similar charger to charge your phone, if the problem still persist, i mean if the similar charger did not charge the phone, it means the charging port of your phone is bad and will need to be replace, i advice you replace the charging port of your phone if no charger charges the phone, replacing the charging port will help and get your phone charging.
