try to install the driver for touchpad, if the same check the hardware.. or try return to vista if working properly it means some problem for os xp.. because you downgrade the system...
hp company advice all user to do not downgrade but we can we use xp. the problem only not compatible some drivers

If this is a new issue you can revert, or go back in time when the computer was working fine my using 'system restore'

Also there is a setting under 'power options' on the advanced tab that controls how the pc shuts down when the button is pressed, go and check to see how that setting it configured, by clicking on the drop down button

You will need to activate it in the bios settings, Enter the bios with your F key, have a look through the peripherals or similar and ensure that touchpad is "active"
