SOURCE: The TV doesn't power on.
The problem might be on your power supply section.
1. Check for open resistor or maybe a shorted transistor. Use a multimeter
2. Also check for a leak capacitor
Is the fuse you replace is still o.k? at times the blown fuse indicates that there is a short circuit on your t.v. Maybe the noise you hear is also because of a short circuit. Be careful in replacing fuse, always replace same type for the protection of you t.v

A common cause are failure of decopling capacitors in the audio section, and or the circuit board power distribution that feeds the audio board. Most of the capacitors are surface mount components. The standard fix is to start by changing the circuit boards that have the defective parts.
If the set is under warranty, call for warranty service. Out of warranty service is expensive for these TV sets.

I tried Electcentric's solution of dialing the backlight up to 100 and that worked, unclear if there will be a downside to it, but the buzzing has definitely gone.
