Sounds like the Anti-Flood device at the bottom of the machiene is on. This is a polystireen float that activates a micro switch on top of the float. This is normaly activated by a water spillage / leak or their could be some debris holding the float in the up (on) position. The purpose of this device is to put the washer in pump out mode only.
