The anchor points that you describe are on all late model cars. They're made for attaching baby car seats without using seat belts. Your car should have both the anchors AND seat belts. Most likely, the lower seat belt latches have beeb pushed down into the seat. Fish around with your hand and you should find them.

Good luck.

99 mercury sable drivers seat belt not staying latched

Many manufacturers suggest that seat belts be replaced after a certain time, and many belts do go faulty. They do cost a bit of cash, but you have to weigh up cost against your life. Replace a faulty belt, the sooner the better.

HOW DO YOU DISABLE THE SEAT BELT CHIME ON A 1997 MERCUTY SABLE WA

Q: Are you wearing your seat belt? Yes? No?

A: No.
Solution: Put on your seat belt!!!!!! Save a life!!!

A: Yes.
Soultion: There has to be a fuse either under the dash or under the hood that controlls the chime.
There is a switch in the seatbelt connecter that controlls the chime. It has either failed or the wireing that carried the signal to shut the chime off has been damaged.

96 Mercury Sable (Serpitine belt)

there should either be a whole for a ratchet or there is a nut on the tension pulley that you will have to size a socket to. put either tool on and pull in the direction of up( you'll see what i mean when you get there). be gentle once you have the belt in place not to let it snap back into place so as to not cause any damage anywhere else.
