Sorry to here about your issue. It sounds to me that you might have some kind of Malware on this PC. Internet explorer comes with the Operating system and is on your computer.
Try this:
in Windows XP
Start>My Computer>C:>Program Files>Internet Explorer
Once you're in the Internet Explorer window you will see the "E" for internet Explorer you can drag and drop it to your desktop or Right click and send to your desktop.
If there is Malware on the PC you will have to remove that to resolve your issues. so try this
Boot your PC into safe mode with Networking:
To start the computer in safe mode with Networking
1.
You should print these instructions before continuing. They will not be available after you shut your computer down in step 2.

Click
Start and then click
Shut Down.

In the drop-down list of the
Shut Down Windows dialog box, click
Restart, and then click
OK.

As your computer restarts but before Windows launches, press F8.

Use the arrow keys to highlight the appropriate safe mode with networking option, and then press ENTER.
6.
If you have a dual-boot or multiple-boot system, choose the installation that you need to access using the arrow keys, and then press ENTER.
