Get a SWR-PWR meter to put on the line between the radio and antenna to see what it is doing.

Youll find the screeing and the black wire have seperated
the screening is audio ground the back wire is used for switching ground so what happens is the radio will try too key up but wont quite get there as the TX enable ends up keyed via the mic @ 600ohms so the radio wont key up fully just half way
the black and screen coppers are usualy connected together
if they get separated then the TX will work in a kind of way like you describe
perhaps your mic cable is faulty and has bad wires

IF YOU HAVE KEYED UP THE RADIO WITHOUT AN ANTENNA YOU PROBABLY BLEW OUT THE FINAL TRANSISTOR ON THE OUTPUT.
