Sounds like you are getting too much fuel to the engine. The possible reasons are located inside of the carburetor.
1. the fuel needle valve is stuck open
2. the metering diaphragm is touching the fulcrum arm (attached to the needle) too soon {may need adjustment}
3. the check valves in the carburetor are stuck open and need to be cleaned.
I recommend contacting a dealer like www.arcolawn.com and having them price a whole carburetor. Sometimes they are cheaper than the rebuild parts.
