IF the unit has a rotating base to move the plate around and that is stuck on, it may be the relay on the control board that is frozen. If that is the case you need a new control board. Since you did not post the make and model, there is nothing more to say.
the fan may keep running to keep it from overheating until it cools down, if you let it go and it shuts down eventually should be no problem, maybe 3 to 5 minutes it should shut down. fan running is not dangerous however if it never stops then the fan will wear out

the timer is more than likely broken. There are no replacement parts and the mocrowave will need to be replaced...or keep the door open when not in use, and use a watch to keep track of cook times
