It is the burner control (behind the knob). The triac in the control has failed. $50 item, 10 minute change. Just make note which wire goes to which terminal.
I doubt that it is the control board, as the board has little to do with the stove top, but rather controls the display and the oven temperature/feedback monitoring.

Unplug the range from power.
Open the oven door. Look on the right and left sides of the oven frame just below the top. Remove the 2 screws. Pull the top forward. Remove the wiring harness connector at the back.Lift the top up and off. Set the top aside.

Hi, If I was being called out to look at your range and you described to me what you said in your post, I would definetly bring an element. I suugest you tell that to your service person or purchase a new element. That is quite often the way the element's burn out, just as you described...a sparkler. Hope that help's. You can replace this element yourself and it is not uncommon for elements to melt if you don't catch it burning when it first catches on fire. This is scary, but normally, the element burns itself out on it's own and doesn't catch anything else on fire.

Hi Will Lawler - If the small element turns on but the large element does not, then more than likely, the range has a faulty burner or switch. If I was in your position, I would personally contact a professional for an accurate diagnosis and to assist with the repairs.
