1) Westek TE06WHB is sold at Target in back of store near extension cords.
Lowes also sells identical timer under different brand and model number
You can buy a timer, and cut open side of package and slide out the instructions.
Scan instructions into your computer and then take timer and instructions back for refund.

2) Also open following link to identify timer for sure and download manual:
http://waterheatertimer.org/Woods-timers-and-manuals.html#59377

Two different manuals show for product:

3) Since there is not enough space allowed in free answer to copy-paste entire manual, if you have difficulties, then add a comment with specific issue and I will answer if possible.

Follow the set of instructions posted on the back side of your timer. It is not too complicated.

Westek TE06WHB only showing 888888 when pluged into wall outlet

According to the Westek TE06WHB User Manual, if the display does not appear, you should plug the unit into a wall receptacle and charge the battery for 1 hour. After that, remove the unit from the wall to begin programming. Press and hold the SET key for 3 seconds, then release. Press [+] or [-] keys to select current day. Press the SET key again until hour display flashes. Press the [+] or [-] key to select hour (AM or PM). Press the SET key again until minutes display flashes. Press [+] or [-] keys to select minutes. Press SET key.

I was wondering if the dual outlets can be program individually? For example, both start a 6am but one end at 8pm and the other one at 10pm. Thanks

No. Woods does not make 2-channel timer.
http://waterheatertimer.org/Woods-timers-and-manuals.html#digital
Nor is this feature available through Intermatic wall timers, GE wall timers, Leviton, Swilight, UPM, Tork, Westinghouse, Westek, Utilitec, maplin, Stanley, Brinks, Timex, Kichler, Hagar, First Alert, sylvania, Aube, Honeywell, coleman, HPM, etc etc.
However, you can buy narrow timers like Westek TE22, also similar sold by Brinks... and 2 different timers can plug into same duplex outlet... letting you control 2 different loads from same outlet... by using two timers: usually this type timer is sold as 2-pack
http://waterheatertimer.org/Woods-timers-and-manuals.html#Westek
There are also box timers, like Intermatic ET series, that can be programmed for 2-channel operation where same timer controls two different loads, each with different weekly or daily schedule ... Intermatic PE153 offers 3-chanels, and there is one timer, ET90000 that can be programmed for 40+ channels with 4000 set points and 365 day calendar for each channel etc
http://waterheatertimer.org/Intermatic-timers-and-manuals.html#ET-series
Tork also offers multi-channel box timers.

I HAVE 2 PROBLEMS, I CAN NOT SET MY WESTEK TIMER SO IT COMES ON AND OFF THE SAME TIME EACH DAY, ALSO MY SON PUSH THE RESET BUTTON WITH A PIN, NOW IT IS STUCK IN THE DEFAULT SETTING, HOW DO I FIX THIS

Good boy. Resetting timer is always first step for restoring functionality of timer. Try resetting again. This will clear conflicts in programming, or stray code in memeory from factory testing etc.

1) Copy following link to download possible manual for Westek timer: Read manual very carefully.
http://waterheatertimer.org/Woods-timers-and-manuals.html#Westek

2) Add comment and describe timer buttons in detail, so timer can be identified by expert.

3) Buy another Intermatic, GE, or Woods timer at local box store: Advantage of good timer from local store: defects can be replaced easily by buying another timer and returning defect in new package.

4) Don't buy westek, first alert, westinghouse, stanley, brinks, timex, and other off-brands from ebay, local drug-thrift-dollar stores, etc that do not have specific warranty protocol and hard-to-find or non-existent manuals.

Westek TE06WHB Timer has been plugged in to charge for over 5 hours now and still now LCD display. It won't let me set the clock or program

Some of these timers use actual battery instead of rechargeable battery. Check back of timer for a battery door.

Press the reset button and see if this resolves the issue.
http://waterheatertimer.org/Woods-timers-and-manuals.html#59377

Check outlet polarity using circuit analyzer.
Plug timer into another outlet.
Turn on light switch controlling outlet.
See if a light works on same outlet.
Check circuit breaker.
This timer has 1 year warranty against defects in workmanship.
I suggest always buying timers at local store for ease of possible return.
Lowes and Target sell same/similar timer under different brand name. Buy new timer and return defect in new package.

I cant get my timer to turn on...

You posted under Woods 59377, which is also Westek TE06WHB or Utilitec 0155671
To confirm this is your timer, open following link:
http://waterheatertimer.org/Woods-timers-and-manuals.html#59377

I have tested this timer, it is a good timer, but they go bad, and some arrive defective.
You don't say if this is a new timer, or if your timer went bad.

1) If timer worked before and stopped working, then press reset button with paper clip and then reprogram timer.
If light will not turn on, check that circuit has power and that lamp is turned ON and that bulb is good
If display will not show, then check if outlet has power, or rechargeable battery has gone bad, and timer is broken.

2) If this is a new timer, then re-read instructions carefully.
Write out parts of manual that are confusing. Conflicts in programming will cause timer not to work as expected.
Add a comment with specific question about programming.
Plug timer in for 1 hour to charge up internal battery, if display will not show, then check that outlet has power, or timer is defective: buy another one at Lowes and return defect one.
Make sure lamp is turned ON and that bulb is good.
Make sure you are in correct mode> press manual button until small black triangle displays above the word AUTO. The word AUTO is printed on face of timer, and is located just below display.

3) If this is not your timer, then add a comment with description of timer.

4) Add a comment for more free help.

I don't have the Manuel to program a WESTEK TE22DHB timer. Can you locate one or tell me how to program it?

Many timers are sold under different brand names with different numbers.
For example Westek TE06WHB is same as Woods 59377

Sometimes different timers are packaged under same number, for example Utilitec TE06WHBL is shipped as the old Woods TD1300.

GE and Utilitec sell the same timer with different numbers.
Westinghouse and Stanley and Utilitec and Woods overlap.

I got manuals for some, and can sometimes cross reference if you describe the timer.

1) take a minute and add a comment with description of button layout with button names, or describe the dial and switches. Be as detailed as possible.

2) Look through timers on following links and see if your timer shows:
http://waterheatertimer.org/Woods-timers-and-manuals.html
