Is it safe to refreeze food that has thawed completely?
Once food is thawed in the refrigerator, it is safe to refreeze it without cooking,
although there may be a loss of quality due to the moisture lost through defrosting. After cooking raw foods which were previously frozen, it is safe to freeze the cooked foods. And if previously cooked foods are thawed in the refrigerator, you may refreeze the unused portion.

If you purchase previously frozen meat, poultry or fish at a retail store, you can refreeze if it has been handled properly.

Once something is cooked, it stays cooked. If you have cooked shrimp, it still needs to stay refrigerated until you wish to eat it. If the cooked shrimp is frozen, you can thaw it in the refrigerator prior to eating, or keep it frozen until you wish to thaw the shrimp and eat them.

Refreezing food the perils

Refreezing food is not dangerous, the danger is that food can spoil before it's refrozen or after it's thawed again before being cooked and eaten. Freezing food does not kill bacteria, so once thawed bacteria continues to multiple at the same exponential rate it was multiplying at before being frozen.
Refreezing also reduces quality because the already slightly damaged cells are being expanded with ice crystals again. This isn't a big deal for meats or baked foods but is huge for rice, pasta, fruits and veggies.
Try to figure out how long things have been thawing/thawed to help you make a safe decision. And never feed a pet food you wouldn't eat, they can get food poisoning too.

How long was the meat out and did it reach a temp higher than 40 degrees. If so, some restaurants might call that a health code violation.

Sure. This is Ok. It will not harm the meat or your health. The quality of the meat will diminish, slightly, but that is all. It is perfectly safe to refreeze the meat.

Some food is thawing in my chest freezer

these frigidaire made freezers are notorious for having restrictions in the sealed systems that will cause exactly what your describing.

what happens is oil moves around in the freon system and pools up in the capillary tubes and the freon is not able to flow properly. if the unit is under 5 yrs old then should be inwarranty to sears. if its over 5 then probably cheaper to purchase a new one..
