Contact support and request a new activation code, you can not use the older one, because is already used, ask to resend a new activation code. Hope this help.
Try other company sim-cards......if they work....then try other docomo sim...if this works ur sim is faulty........get a new sim.......if ur set reads other co sim and not docomo....its ur sets fault.......u will have to change FEM(N2700 in pic.) ic...(as it has inbuilt duplex er i.e. antina switch which can cause this fault)... this ic can be obtained from a dead Nk2700....
There is another way to confirm this without dismantling ur set........switch on ur set with sim....ignore sim reg fail message.....go to menu>settings>phone settings>network>change this to manual >ok......now ur phone should search for network.....if it does not then either ur sim has fault or sim section......if it starts searching then let it search......after some time network service provider list will appear....on the top it should be tata docomo......if its not there then FEM ic to be replaced.....if it appears select it......if now sim registeration fail appears ....for ur and other tata docomo sim...then get software of ur set reloaded......if only ur docomo sim fails...get sim replaced
Clean the Sim Card case and most of the time the Sim case is broken.OK try to remove the back cover and insert your sim card, press and hold to the sim case power on the sim without putting the back cover.If it is working well the problem is the sim case, contact mobile repairing shop to change it.Good luck.Thanks for visiting fixya

Perhaps there is some loose connection of the SIM card to the SIM card holder and contacts. So remove the battery and the SIM card., Use a paper to polish the SIM card contacts and the contacts on the holder. Make sure that the SIM when placed fits well into the holder firmly and in place , If not you can lift up the contacts very carefully so that the SIM never loses contact.
If this wont solve there are errors in the main board which might need more attention with help from Nokia care.
The PUK is printed on the SIM card carrier (credit card size plastic frame), maybe is stored into your phone box, if it doesn't you can request it to your cellular phone company.
