Usually, the HTTP error 403 - Forbidden means that
access to the file/folder you are trying to open has been denied, either

using a proxy website if the access is blocked intentionally.

HTTP Error 403 is an error message which means that you are not authorized to view the web page which you are attempting to load.
The 403 error is also known as "Forbidden".
The 403 Forbidden error is most often seen when you are attempting to browse to a directory which has directory browsing permissions turned off.
The actual error message you receive will depend upon your web browser. For example, Internet Explorer says "You are not authorized to view this page."
Follow these steps if you get this error:-
1.Make sure the URL is entered correctly
2.Try the URL with a different file extension (.html, .htm, .shtml, .php)
3.Go to the main page of the site and look for a search function
4.Go to Google and search for a similar page
It is absolutely to do with permissions.
Either the wrong authentication type, the wrong username and password or the server is set up to accept connections from only specific locations - such as local host.
You will have to investigate all these options - Uname and Pwd are obvious first choices then server access - then finally I would look at authentication type
The message means that the site to which you are trying to access will not grant permission to the URL making the request. Some sites do not like users to access certain web pages without first having to navigate through their site.
For example, if you try to access the following URL address:
www.checkupdown.com/accounts/grpb/B1394343/
you will receive the 403 message because you are trying to get into the site several directories deep. The server wants you to enter the site at w.checkupdown.com

"HTTP Error 403 Forbidden" indicates a server permission error. You need to allow either anon access to the IP camera. You can probably do this using a local PC connected to the SAME subnetted network that your IP Camera is on.
