SOURCE: old john deere gator and battery new charger still will not move
Could be several things. Your battery could be bad. After not being charged for a while, they do go bad- often. You may want to try a new battery along with your new charger. You could also have a switch /connection problem. If you get a new battery and it still doesnt work, you may want to check the switches and wiring. It is not uncommon for the switch to go bad especially if it had been stored outside.

If you are missing anything from a new vehicle, your recourse is the dealer or manufacturer.
An opinion: I have been using seatbelts since 1962 (self-installed) and am convinced the need for them is certain since the shell of the vehicle protects in a rollover accident but on an ATV or similar, I would rather be thrown clear if the vehicle is improperly used and subsequently rolls.
Where I live, hundreds of fatal accidents happen annually and no one I care about will ever have one of these as a gift.

You take the center black cap off and use a socket to remove the attachment on the axle.

Remove flywheel shroud to see your timing marks,they will be 90 degrees apart on face of flywheel.Use timing light on flywheel as you look directly at it from the side.when light flashes you should see the marks lined up with arrow at the center top of block breather cover.If you find that your timing is off there are only 2 things that it can be-FLYWHEEL KEY or the computer located at the rear of engine.I have only had 2 machines where the timing was off exactly 90 degrees and the computer had to be replaced both times.
