Have a Panasonic CT-36HL44J hdtv, power supply is good, when powered up it acts like it wants to start but immediately shuts off, power indicator light blinks 8 times then pause then 8X (repeat). Spoke to Panasonic and they don't even have a repair manual available until next month.

According to a service forum (not FixYa), 8 blinks indicates Driver SOS 3 SS Board (SS energy recovery circuit) - in other words, the 8 blinks means a protection code for a faulty board/module. Unfortunately, this may not be repairable at consumer level; the TV will have to go to a workshop to have that board (if this model has it) examined and/or replaced (manufacturers no longer provide individual components for replacement; they lean towards replacing entire boards/panels/modules in their appliances nowadays). The only problem here is the likely cost(s) involved.

I suggest that you obtain a quote from an authorised Panasonic service centre, then you can decide for yourself if it is economical or worthwhile repairing. It's up to you.

- the error code/circuit failure can vary over different models.

It always pays in the end to get a second opinion on this sort of problem. I do not recommend that you undertake the repairs yourself. Much easier and safer to get a competent qualified technician to put the TV right for you. Just keep the likely costs in mind if you go ahead.

As I said, it is up to you what you decide to do from here, but I do recommend you get a quote first, if you are able to.

What is going on when a knocking sound is heard?

My guess is that it is the power supply is starting and then shutting down due to a fault further down the line. This is the way that 'switch mode power supplies' work. The power supply will 'tick' but may sound like a knock through the speaker system when it is trying to start. Not an easy fix I'm afraid.

Panasonic CT-27SC14

The high voltage should be around 29.5 KV and not fuctuate between 20-30 KV that would indicate a high voltage regulation issue then. Are the filaments lighted up in the neck of the CRT? If so then yes you are probably looking at a low voltage issue such as a 12 volt source or a a/v switching IC issue.
