That bulb MAY require a 12V. power supply.Inside the fan housing. They overheat and just go bad.
The socket may have overheated and damaged the contacts that the bulb must have. The bulb has a number on it and that is the key-ask the hardware person about that bulb. "Google" the number,also. That's easier.

If it is wired correctly,the only thng left is the tomestones, the contacts that the bulb connects to. Try this ;switch the two wires from the one bulb at the ballast to the other bulb on the ballast. If the other bulb now lights then the new ballast is bad and need to be exchanged.

A Ballast is a circuit that provides voltage to Lamp. Ballasts are only used with TV's with a Lamp. According to your model number this unit does not use a lamp. That model number uses 3 rear-projected CRTs. The most common units with a ballast would be a DLP HDTV.
