I have a samsung da99 00494b fridge freezer and have noticed that every now and then the fridge warms up and also that the water line freezes sometimes we get water and ice sometimes we get nothing are all these relateed or is it a series of faults

Check the water pressure or any filters in the water line or a crimp in the supply tube. Also make sure you totally defrost where the water enters the ice maker.
I did a GOOGLE search using your reforge model number. I came up with several sites that have all of the info you need. The best was RC Repair parts. Here you will find all of the repair parts you need with pictures of same. Look it over I used this service for my Refrige a few years back and it was GREAT! also did a repair on my washing machine again a big help and all the parts were listed and available.
remove evrything from bottom of freezer. take out the shelves . You will see a panel on the back of the unit with screws holding it on take these off . under it is the freezer exchange coils they got froze up, and frosted full so now no air is circulated between the cabintes, refridge and freezer do not use any sharp object to clear it use a towel and blow dryer to thaw it even a spray bottle with warm water, but don't pick at it!!!! you can puncture the coils . take your time and you will save your unit. also while your at it pull it away from the wall remove that small panel from the back, and the grill from the front and with your long reach nozzle vacuum the heat ex changer coils under the unit. put back together carefully and it will run for a while longer i have one that is a 72 model still runs great Oh any change you find is mine!
Sorry if you don't like this solution, it does not make it work correctly. But my water works all the time now.
We too had the water dispensor stopping due to freezing of water in the storage tank. A blow dryer and about 10 minutes later we could get it working again.
We tried different fridge temp settings , and according to a thermometer placed inside the fridge in various locations we are getting the fridge temps we want, so it is not runing too cold.
I tried insulating the storage tank and the lines, this did not work.
I removed the tank and just connected the two lines, this still did not work.
I finally just pulled the lines out of the fridge completely and connected them underneath the fridge so water runs from the valve at back straight to door. The plastic panel on bottom was a great place to store the lines. I drilled a hole to reroute the door line to this area . Line runs behind lower plastic cover on front . The water does not get cold, but it never stops flowing, this was more important to us. I did consider rerouting both lines to the top shelf and putting the storage tank back in to get colder water, but no one minds the way it works so I probably will not do this. I would have run them up the back to avoid the inside lower area of the fridge. In the long run I will avoid this brand and avoid "twin-cooling" completely. All my neighbors and friends who bought this type all had to throw them away as they were too dofficult and expensive to keep running.
-2 although below freezing temperature, is not really enough to keep food really frozen. I am presuming we are talking in Celcuis. You need to set the freezer to a lower setpoint.
the ice maker wont cycle untill the temp of the ice is around 10 degrees so if the freezer is at 15 or 20 due to some other malfunction then you will see the maker full of ice but it wont harvest and make another batch. so you could have a sensor bad, control malfunction, refrigeration issue, compressor, defrost system malfunction(you mentioned ice build up)
I fixed mine by leaving the light on the dispenser on. It took about 6 hrs, but the little heat from the light bulb was enough to defrost the water line.
