The RAW drive means the hard drive is raw, i.e not formatted. Your hard drive had a partition failure. The best way to go about this problem is to download the Easeus Partition Manager Free, and run a partition recovery procedure. Sofar there are only positive reports about Easeus, and I too have positive ones (saved 1.5TB of data just recently) so I wholeheartedly recommend it.
Once you download it and install it, the interface is quite easy to understand and easy to follow.

How do i fix my usb flash drive .. it keeps going raw when i try to convert from fat32 to ntfs

When you say try to convert, you mean reformat from fat32 to NTFS? Depending on the size you may not be able to write it as a NTFS. Also, if you have anything on it you want to save, you need a raw recovery tool Squidoo has a good one.
However, if it won't let you format to anything and keeps reverting to raw, most likley your drive is damaged beyond normal repair.

Need restore my RAW file system back to NTFS without losing any hard drive files?

There are two options for you to get your drive stuffs back right now:
1). Do not format this RAW file system external hard drive temporarily and plunge it to your PC. And then, choose and apply RAW external hard drive data recovery software to scan this drive and find your preferred drive files back as many as possible.
2). Directly consult some professional data recovery services from some data recovery companies or agencies.
In the future, remember to save copies of everything important on at least two devices in case of any similar data loss issues.

After I format my hardisk for several times and the file system still showing RAW. how to make it ntfs.

Install the drive on a working computer and access through disc management. that will allow you to initialize the drive and format it ntfs. Goto my computer right click select manage select drive management. This works on XP if you have other OS than search for disc management for your OS.

Hard Drive RAW System

Run diagnostics on the drive it may be failing. If it's ok you can try to reformat it from Windows Disk Management.

The file system of my hard drive become RAW.

http://www.z-a-recovery.com/unformat-tutorial.htm

This tutorial describes the procedure to recover one volume when
  • the volume was accidentally formatted
  • Windows reports the volume is "raw filesystem", or "not formatted"
  • An external drive failed, either flash (so called "thumb drive") or an hard disk connected using USB or FireWire enclosure.
  • MFT is corrupt on the NTFS volume, rendering filesystem partially or completely unreadable
The recovery is done in seven steps, requiring about eleven (11) mouse clicks. Note: The older than current versions of ZAR might have been used to create the screenshots in this tutorial. We did not update the screenshots if there is no significant difference between older and current versions. If you see some option in the program which is not described in the tutorial, just leave it at its default setting.
