Do not replace the control board unless the necessary troubleshooting is done to eliminate the other possible causes of the problem. The dryer will not heat if the motor doesn't run because the heating circuit is completed by the motor centrifugal switch which the motor activates. The problem with the motor not running must be determined and addressed first.
Disconnect power and with the top panel removed, locate the thermal limiter, a non-resettable fuse, mounted on the rear wall of the dryer.
Bypass the thermal limiter by disconnecting and joining the wires together. Reconnect power and start the dryer. Replace the thermal limiter along with the high-limit thermostat if the dryer starts and the problem with the motor not running is solved.
Let us know if the dryer still doesn't start and/or the drum lamp doesn't turn on when the door is opened with the thermal limiter bypassed for further advice.
