Yes I have this type of washer and it has the water in a ring at the top of the drum to help balance it out during spin, not quite sure why but yes it should be there. The gargling sound you describe could also be the balancing hooks that attach the drum to the top of the washer which sometimes make strange noises but there fine.
during the monsoon the humidity buids fast on you coil there is a drain plug you can open or hook a piece of pipe from the drain plug that will solve the problem forever

i would suggest blowing the dust out around the volume control if there is a manual control on the unit. use a small can of compressed air.. buy it at local walmart or computer store.

But this is not true always.
first you check it by unstalling your sound driver and install it again.
if problem remains then your lappy is unsupported with those applications with gargled sound or corrupt if shows gargled sound with all applications.
you should try it with different working driver also.
