This is usually caused by a failed component in the power circuit within the camera and can usually be repaired fairly inexpensively. However, it's not a user serviceable problem and will need to be repaired qualified service technician.

The PV-GS36 uses SD cards. Your 16GB card is an SDHC card. While it fits into the slot it is electronically incompatible and will not work. You need to use SD cards, 2GB and smaller.

To transder minDV content to your computer, you will need a capture card. It is available in a decent camera/studio materials shop.

3. Take it to your local electronics store - Although this is a dying breed, there are still stores all around the US that service electronics. Look in your yellow pages for the nearest repair store.

Palmcorder

You shouldn't. The PV-DV203 means it is one of Panasonic's MiniDV, digital cancorders. You should only need the cable(s) supplied with the camera, and either a FireWire or USB port available on your computer. Windows Movie Maker should be able to download the video and allow you to edit it.
