Manual shut-off not working on insinkerator garbage dispoal.

You need a new disposal.
Free-rotating blades show there is no obstruction.
Humming says you have power.
Frozen allen wrench says bearings are rusted.
Motor is now overheating each timer electricity is turned on, and motor will overheat and stop humming.
At least the drain is clean and water is not flooding under the sink, which means you can continue using sink until disposal is replaced.

make sure the airline is secure, a slight air leak could cause this problem

Aparantly your dispoal has not run for several days or a week or so. In thedisposal are 100 little holes that the groud-up food must pass through and the water as well. If the disposal does not work(Turn) then food particles begin to block all the holes and no water moves. You need to get the dispoal fixed ( or maybe it is jammed) still need to fix it, or use the wrenchette that comes with it (or a 1/4" allen wrench) in the bottom center hole to turn it by hand; this will free the foor particles and allow water to move.You can also plunge the water; this pushes the food through the holes and solves the problem. But, it starts over again until you have the disposal working on its own.

There is a reset button at the bottom of the dispoal. By frozen do you mean you can hear the motor come on but it isn't grinding or is it completely dead? If you don't hear the motor make sure your electrical checks out; when it froze it may have also kicked off the breaker.
