If you bought the phone out of state, you could be roaming which would be one reason you have no signal. If your in a rural place that could be another reason.

That means it's waiting to be "activated" to a network. But since you don't have service for the phone. Just unlock it, don't worry about it, and you can still use the wifi and all that good stuff.

Try cutting the phone off for 5 minutes then back on. If that don't work you'll need to call the company to see if the tower is down or if they can reset the phone.

If you have signal bars but you cannot make a call then you can try rebooting the phone and you can do that by removing the battery while the phone is on and then wait for 15 seconds, after that reinsert the battery and turn on the phone again and then try to make a phone call. You can also check if your phone has enough balance to make a call.
I don't know why you would even want to do that... That phone only runs on a cdma signal. So unless your gonna go from one cdma service to another. Then it's pointless
