Yes:

  1. Get a watch with a hand for the seconds.
  2. Slide and hold the power switch for 7 seconds. After about 5 seconds the power light flashes three times. After 7 seconds, the screen will go blank and the device is switched off now. Release the switch.
  3. Slide and hold the power switch for 15 seconds (no more, no less). Do not hold the switch too long, the time window for the reset is not very big.
  4. After releasing the switch just wait. The Kindle will reboot after a few seconds.

If the charge light won't even come on then it sounds like you have a dead battery in your kindle and need to replace it.
Call support and order a new battery.
