The axle for the rear wheels have worn into the cut outs in the body that it goes through and they are rubbing on the wheel wells. This common for this vacuum model , the only real fix is to replace the body assembly. Sears will have to do this, this is NOT somthing you want to tackle by your self.
As for the machine locking upright that is the release lever and it just needs to be replaced.

How do I replace the upright locking foot pedal on my Bissell 3760-4

Replacing the upright locking foot pedal on a Bissell 3760-4 is a fairly straightforward process. Here are the steps you can follow:
  1. Turn off and unplug the vacuum cleaner.
  2. Lay the vacuum cleaner on its side so that you can access the bottom of the machine.
  3. Locate the locking foot pedal and use a screwdriver to remove the screws that hold it in place.
  4. Once the screws are removed, gently pull the old locking foot pedal away from the vacuum cleaner.
  5. Take the replacement locking foot pedal and position it in the same spot where the old one was removed.
  6. Use the screwdriver to attach the replacement locking foot pedal with the screws you removed earlier.
  7. Test the new locking foot pedal to make sure it works properly and holds the vacuum cleaner in the upright position.
  8. Once you are satisfied with the new locking foot pedal, flip the vacuum cleaner back over to its normal upright position.
  9. Plug in the vacuum cleaner and turn it on to make sure everything is functioning properly.
With these steps, you should be able to successfully replace the upright locking foot pedal on your Bissell 3760-4.

How do I change the selector switch

The easiest way is to lock the vacuum in the upright position and then tilt back slightly (raising the drive wheels) slide the carpet / hard floor switch to the desired position.

The wheels fell off.

The wheels are held to the axles with small c-clips. Perhaps these have come loose. If the wheel is still attached to part of the axle. The axle has broken and will need replacement.

I have an L shaped piece of metal with a hole at one end that fell out of my hoover elite bagged upright vaccuum cleaner. I repaired the belt but don't know where this metal piece goes. I think it has...

This metal clip was for the wheel assembly, but not always needed. you can diregard the part if your vac is working correctly with the front wheels.

Dyson dc07 will not lock into upright position

- Stand behind the vacuum cleaner and look at the right-hand side wheel
- Remove the AI PIPE (it has two purple buttons that you push together to lift it up and out - it looks like a Tuba)
- Lay the handle down and look for a black button that will be exposed in front of the square hole
- Stick your index finger and middle finger into the vacant AI Pipe Hole (the square hole)
- Reach over with your thumb and press the black button in front of the square hole
- Whilst pushing the black button, lift your index finger and your middle finger and move the gray plastic piece up (lift the square hole basically)
- Remove your fingers from the square hole
- Lift the handle and stand your machine back upright again
- Place the AI Pipe back into the square hole

Carpet Height Adjusment

In addition to the tab that contacts the bottom of the slider, there are 2 protusions on the adjustable wheel plate that move through holes in the housing, but only when the handle is tilted to begin vacuuming. The wheel plate has a spring that forces the tab against the slider. As the handle is moved to the upright position, the protusions move back through the holes, taking the tab away from the slider and the wheel plate locks in its highest position. Therefore, the position of the slider has no effect while the handle is upright and locked. Hope this helps.
