The only thing to do is to replace what was suggested and see if that improves the situation if you still have the old leaking one , that would be good enough to prove a point

Check the hot water shut off valve, when the washer fails sometimes the valve itself sticks closed, and sometimes the washer breaks up and clogs water passageways down stream...
To test, pull the hose off of the hot water shut off valve, open the valve and see if you have water flow. (route hose into a bucket, you need more that a small amount of water.....
If you have good water flow from the shut off valve, then you likely have a particle that has lodged in the passageways of the faucet. Reverse flow with air pressure and see what you get out....
