No it is not safe! the white paint is a special type designed for microwave ovens that prevents arcing from the magnetron, because when you get down to bare metal it will cause problems. I would try and contact the GE manufacture or appliance repairman to see if he has the paint available for this kind of work.
We have the same problem - it started when our microwave was less than 2 years old. We had a repairman come out and suggested we use appliance spray paint. I tried that, but a year later the paint is falling off again in about 1/4 of the interior. The GE website says not to use your microwave if this happens. I just sent an email to GE complaining about it, and they offered to give me a "significant discount" on a new one. I'm not happy about it but will likely take them up on the offer, since I don't want the paint falling in our food and it's unsafe. I think this is a legitimate defect and they should be giving us new ones for free. This should not happen within 2 years of purchase!
I could not agree more, this is not just a health hazard but a fire danger. The microwave paint that should have been used is a white enamel base designed to fix this problem, but for some reason this is not available. I'am shocked that a appliance repairman would suggest you use applance spray paint, it is designed for repainting the outside of any appliances to make them look like new.
I've got the same microwave paint problem and I just got off the phone with GE and couldn't get them to answer my question about whether it's safe to use. The first GE oven microwave wall unit had a broken microwave door latch, a small piece of plastic. The replacement part cost was $7.00, but no one anywhere in the country had the part, including GE. So for a $7.00 part I had to replace a $1200 otherwise perfectly working oven and microwave which I foolishly replaced with another GE unit. Three years into No. 2, the bottom heating coil melted and started actually burning. I got that fixed last month. Now neither the baking coil nor the broiler coil will heat up. Also, the paint in the microwave is falling off in strips with rusting metal behind it, at four years. So now, over a four year period I have to buy the another oven and microwave, That 3. Anyone want to guess how many more GE anythings will be purchased by anyone in my or my extended family?
A GE rep is coming out tomorrow for $76.00 to confirm that I have to replace the unit. Man, this is the same company that builds our Nuclear power plants, kind of scarey.

Yes, but if this is not fixed, it may flake off and get in your food, or allow grease or food particles to build up on the surface. The loose paint should really be sanded off, at least. Then when it's clean and dry, you can apply a little high-temperature appliance paint, available from department stores, home improvement centers, and appliance parts stores.

Local home centers and appliance parts stores (and online suppliers) sell appliance touch-up paint. It's designed for higher temperatures. You can usually get it in spray cans or small bottles. But if you have some regular enamel paint (spray-on on brush-on), I've found it works fine on a small area if the area is not subject to high temperatures. First you need to lightly sand away any rust or debris. Then be sure the area is clean & dry so the paint will stick.

It would be dangerous to do so. Any exposed metal inside a microwave is source for sparks and is extremely hazardous. I would recommend getting the paint job done up, or even better, buy a newer model.

The paint or inside in my microwave oven was bubbling up. I didn't think much of it until my husband came down with tongue cancer. He didn't smoke or drink. The only thing that was strange was the way my microwave was bubbling up inside. We were given very grim news, but in time and by swithcing hospitals, my husband is now ok and has been cancer free for 5 years. If ever my microwaves start blubbling up, I throw them out, it wasn't worth the health hazards.
