ok now carefull tip the scooter onto one side, look at where the steering column attachs to the main frame, it's here you should find a bearing type collar, now you need to losen this and lubricate with a light gears, best to use a waterproof gease then tighting the collar up but
not too much otherwise your steering will again become tight.
Sorry but your probably going to have to get this to a service technician. That is a big problem you have there. Most wiring is`nt even color co-ordinated so it`s not a matter of matching up colors. I`d call a professional,
