Have an excell 2500 honda power washer, brand new carb and gaskets, fresh fuel, good fuel flow apparent, same problem, runs perfect for 20 seconds then shuts off.
duh! your problem is so easy to solve once you find the answer you will realize you are a knuckle head. LOL The reason it shuts off so fast is a safety mechanism so that way some Idiot would not burn the engine without first topping of the oil. The problems you describe are usually indicative of a blockage in the fuel system somewhere in the carburator or a damaged gasket that's letting in too much air. With the choke on, the vacuum in the carb goes way up and forces more gas through. Remove the carb and check the gaskets and insulator if it has one. Then check the float bowl for debris and blow out all the passages in the carb.
This really sounds like a carb problem, good to hear that you are taking the carb all the way off and soaking it, this is the best way to clean a carb. I don't think it would be the fuel pump, they either work or they don't. I would check the governer springs and linkages, if one of these is hung up on something it would cause the problems the you have identified. Also, when you re-install the carb make sure that you have all the gaskets installed, it is easy to forget one and that will cause the engine to **** air and make the whole engine run like ****.
Does it have a spark at the plug ?
If so, remove the air filter and give a couple of quick squirts of starter fluid into the carb and try it.
If it cranks, it's your carb and it needs cleaning.
If it's been sitting for 3 years most likely the carb is gummed up. If it's getting spark, you could try a small shot of starting fluid into the carb. If it runs on this you know it's a fuel problem. Best bet would get all the MOTOR data, and buy a carb kit from you local lawn and garden equipment parts supplier. . Remove carburator and clean and install kit. Use sta-bil when you put it away next time, but even that only works about a year or so.
Sounds like the carb is badly clogged internally. If you can remove it yourself, you can soak it overnight in a can of carb cleaner. But keep in mind some of the internal passageways in the carb are as fine a human hair and soaking may not work, it which case go to plan B, new carb. Last resort you could try to find cleaners small enough to get in the passageways of the carb, I've heard of people using wire brush bristles for example. Today's gas is terrible, it does not take long to gum up the carb, if it sits for any time.
It sounds like your carb might have some tarnish built up in it and the jets inside the carburetor are not letting enough fuel through. This is really common among generators and lawnmowers because they sit for so long unused. So what happens is, with the choke "on" you are reducing the amount of air allowed into the fuel/air mixture. As you move the choke to the "off" position, you are allowing more air into the fuel/air mixture but not enough fuel is not being allowed in the mixture so it runs too lean and stalls out. Also, don't use tools to clean the carb jets, they are usually made out of brass and a tool can scar the inside of them and create resistance for the fuel flow. Hope this helps!
Sounds like fuel flow is restricted. Is the vent cap on the gas tank clear? Pull the fuel hose off at the carb and let run into a container from the tank......is fuel flow good while filling a cup or two worth of fuel? If not check filter at fuel switch or at hose connection at tank for restriction. It takes about 2 minutes to use up fuel in the carb with engine running. Sure sounds like a fuel problem.

Is it possible you are blaming the wrong part of the machine? Did you try the Honda Motor on its own? I am asking , because if the pump of the washer has some fault or a bit jammed, this will demand a lot of power from the Honda. You can try the Honda with no water connection and no gun.
Regarding the Honda motor, you should check the electrical system also. I am saying this because you did not mention it, in your service procedure.
