On all modes? Did you try leaving it unplugged for about an hour to let it reset itself. Also try using the on screen setup to reset to factory default.
You can also try this:
Let verify first to narrow down to where the problem can be, attach the powered PC speakers to the Audio Line out RCA jacks to see if you can get the sound there, if you do, then the problem can be in the power amp circuits, if you do not get the sound at RCA jacks, then the problem can be in the sound processor circuit. Please post back what you find. You may be better off if the sound does work through the PC speakers, to get the TV repaired; it will be more than $100 and up.

Please go to audio output menu on your DVD screen check them and when on the DVD channel check your audio input menu. You could have turned on the volume limit on your DVD settings menu

The volume coming from the AUX setting is low. It seems fine through the radio or DVD settings but not through the setting that we use for the TV. We have to turn it up to the 20s to be heard well.

The volume coming IN to the AUX is a function of the device feeding it (TV in this case). Your unnamed TV probably has setting for either FIXED or VARIABLE audio out.

Drain the oil, probably 80,90 weight and fill it with transmission fluid, this will solve your problem

When TV off and switch on the volume button goes to 250

they are right, it should have a reset option. You might want to check that the volume button in the set is not stuck in anyway. shy of that, turn the speakers off in the audio options in the set and use external speakers.

Low volume on some channels

Well, some TV stations do broadcast at different volume levels. This is very noticeable when watching a TV show and the volume seems normal and then when a commercial comes on, the volume is very loud. They do this to get you to pay attention to the commercial. Another problem might be that you are adjusting volume from both your TV and your cable box. What you should do is make sure your cable box is set to "FIXED VOLUME" and then just adjust your TV volume. Fixed volume will have the cable box output only one volume level, letting the TV do the adjustment. Just go through your cable box setting and look in the audio settings. Hope This helps...
