I can't figure out how to open the battery compartment on the Olympus tough 3000

First don't spent too much mont for repairs, because cameras are becoming cheaper and cheaper and in the mean while better and better.
You could try to open and close the cover several times and hope it starts working as it should. It has a switch connected to it, so the camera can see if the cover is open or closed. Now it is giving the wrong information. If the camera comes on, when the cover is open, that indicates the battery is still good, unless the it stops working within a short period of time.

Try these procedures.

If the camera is within warranty, return it to where you bought it. Common fault with a few different brands, to do with a lens open sensor within the lens assembly itself. Maybe allow the camera to dischage without the battery for a few hours and see does it power on with a new battery. Also chack the battery, if it has bubbled it a dud, and check the battery contacts within the battery compartment.

The display has a intermittent problem in the screen or the ribbon wire that plugs into the systems board.

Try removing and replacing the battery and make sure it is fully charged.

Try a different battery. Also, try a different cable. Try a different USB port on the computer.

You must use the F-2AC battery charger along with the provided USB cable to charge the battery in the camera. Make sure the cable is inserted fully into the charger and the camera, it can take some force.
To charge the battery outside the camera use the LI-41C battery charger.

You can use a card reader to try to download them to your computer. You could also take the card to a store like Walmart and use one of their picture making machines.
