If your unit is a Ventasonic, the green light flashes when the base is empty. I assume you got a new filter cartridge? If not, do so. Then submerge the cartridge in water for 20 minutes or so before filling the tank, screwing on the cap with filter attached, and setting the tank on the base. Then it will take a few minutes for water to glug through the filter into the base, during which time the power indicator will blink. If it doesn't glug, jostle the tank. When enough water is in the base, the unit should start to produce mist and the light will stop blinking. The left-hand knob sets the desired humidity level; the right-hand knob controls the amount of mist produced. Set both all the way up to start, then adjust.
As for tap water, I am in NYC where the water is soft, so I have no problem using tap water, and I change the filter three times each heating season. The filter cartridge is also a water softener, but if you have very hard water you may find yourself changing filters a lot to avoid white dust problems. In that case try store-bought water.

It may be that when you put it up you turned the control knob that senses the moisture level all the way off. Look for a knob that has some kind of sliding scale on like 0-1-2-3-4-5- etc.it may be in moisture percentages like 50% moisture, 60%, 70% etc. etc. and turn it all the way up so you are signalling the machine to turn on and meet a high level of moisture. Once it come on and runs awhile set it in the middle of the dial and adjust for your comfort from there. Please let me know if this works...
As awkward as it sounds tap water is bad for the unit, Try buying store bought water. If this does not help you will need to change the filter in the system also you can set the desired humidity level to 60% so it will keep pumping if you still have an issue with the product refer to your manufacture. Fill Water Tank.
Turn off humidifier and unplug the power cord from A/C outlet. Remove tank from
base. Turn upside down and unscrew filling cap. Fill tank with clean, cool, distilled,
filtered, or tap water. Do not attempt to fill unit through Vapor Nozzle. Water temperature
should NEVER be too hot or too cold. Extreme temperatures can damage the
unit. Tighten filling cap firmly. Return tank to base and let it sit for a few minutes. For
first time use or when replacing the demineralization cartridge filter, please soak the
filter in warm water for several minutes.
