You might want to check the flush cylinder, to see if it has water in it. It has to be water free, that way the air in it, lets it go down easier, during fill up.

Kohler is correct. The most likely cause of this problem is an obstruction in the common vent stack that both toilets share. When you flush the old toilet it need more air to flush and will get it from the easiest source (your new water saver toilet). First adjust the float level in the old toilet so it won't use as much water or just stick a brick in the tank to take up space.Second, run a snake down the vent stack from the roof to check for obstructions. Birds will sometimes nest in there.

Mine does this too, from time to time. I've found that it usually means there's a plug somewhere down the line that you can't reach with a coathanger. Since I keep forgetting to buy a plunger, I use a johnny mop to vigorously poke in and out of the bottom hole until most of the water in the bowl is gone. After doing that, a couple flushes usually clears the line.
If that doesn't work, you'll probably need to use a snake on it.

low water in the bowl is only caused by the float being to high! the gurgles is Usually because of air coming back up through the pipe, check your vent pipe that come out the roof. this will help the draining.

Mine does that also, here's what I found.; I am on a well and occasionaly sand gets caught in the valve thingy... Take the tank lid off, turn the arm that attaches to the float assy. 1/4 turn towards the back of the tank and take it out. Rinse off the gasket and pin as well as inside the hole. Reassemble and it should solve your problem.

I work for a plumbing company in Georgia. We recently had a customer with the same issue. If you look under the toilet once you remove it, you will see there were plugs which were placed in a hole. Why these holes are there has baffled us. This toilet was manufactured in 1999. The plugs will no longer stay in place. We ordered the same toilet for the customer and the newer version comes without the holes and plugs. So, best bet is to order a new toilet. The only other problem which could be occurring if this is obviously not your case, then the main line is backing up or your wax seal beneath the toilet has gone by. The trap is built into the toilet and would not cause this problem as it is before it gets to the floor nor would the vents have anything to do with it.
