yes you are right..there are switches that should be detected that the unit is in its proper level ans hould stop and turn the fan on.
you may inspect the railing or where the moving part is moving to find limit switches or sliding switches or sensors..it could have been defective with oil or grease and not making contact to transfer the signal to the controller.
A straight foreward continuity test on the two wires coming from the switch, in the off position you should have continuity ( earthing the ignition unit out ) in the on position you should have no continuity
Start out by putting the power switch in the "Wash" position. If pump motor comes on, but unit does not run in "Ice" position, more times than not, it's the power switch. If nothing happens in the "Wash" position, check the bin t'stat. It's probably open and not letting power go through it.

Some units have an on/off switch on the power unit itself. Check to make sure that is not turned on. Unplug your power unit and remove the 2 low voltage wires (not the power cord itself) . The low voltage wires start at the unit and run throught your home and attach to each hose inlet. They are usually attached to the unit by simple wire terminals or wire capped to small wires coming out. Just unlug the terminals or unscrew the wire caps and pull the connections apart. Plug your machine back in. If it still comes on the problem is the relay or circuit board/switch/ relay assembly inside the unit. If it doesn't come on with the low voltage wires unattached then you may have two wires touching somewhere in the low voltage wiring.
If you press the reset for 30sec while connected to a pc via USB the unit will turn back on or failling that while connected to a pc put a small metal needle in the slot next to the reset slot and this will short out the unit back to factory default and it will come on
