Its called "Calcium-Chloride",its a type of salt water mixture put in these rings to dampen "OFF-Balance" loads in the washer,and the reason for this type of mixture is so people that store or operate the machine in below freezing temps do not have a solid off balance chunk of ice that wont balance the machine during operation or break the ring when it freezes

Top ring of the drum have water or any liquid?

The to ring of modern washers are filled with liquid. This invention/feature enables the drum to balance! It is hard ti imagine that such of an invention works, but it dies!

My washer walks when in spin cycle, up to 18"out. I tried leveling the washer and making sure clothes are distributed evenly. Why does it still walk?

What brand washer do you have? Model number would be helpful. For example GE top load washers have a liquid filled ring around the top of the spin basket. I have seen these crack and the liquid leaks out causing machines to walk. The ring is replaceable on most models. Some washers have 4 rods holding the complete suspension up on a spring system. Rods are at each corner. Could be a bad rod-spring system in one of the corners. These are just suggestions since I don't know what you have.

I don't think a coin could travel to that point-Icould be wrong but regardless its time to roll up the sleeves get some old towels to wipe up the mess and dig in and see whats going on in there-cheers Denny

Is it normal for liquid to be present in the top part of the drum?

Yes I have this type of washer and it has the water in a ring at the top of the drum to help balance it out during spin, not quite sure why but yes it should be there. The gargling sound you describe could also be the balancing hooks that attach the drum to the top of the washer which sometimes make strange noises but there fine.

Washer tub has water but it will not drain

If you are refering to the sloshing sound when tub is moved back and forth it is supposed to be there. That is the balance ring. It is a liquid filled ring at the top of the tub that acts as a counter weight to keep tub balanced.

I hear water in the washing machine when move it and think maybe water is building up in the machine. What should I do?

What you are hearing is the liquid inside the balance ring at the top of the wash tub. You could set the machine in the center of your driveway and drain every drop of water from the hoses and pump, yet you would still hear the liquid in the balance ring when the machine (more specifically, the inner tub) is moved. It needs to be there to help balance out of balance wash loads.

Did you follow my post at this link Clutch repair post for your repair ?
I’m a little confused by this description “”there is what seams to be a sealed plastic ring on the top of the stainless drum is there suppose to be liquid in it there is a liquid in there””.
Maybe go to searspartsdirect.com and look at the exploded view and give me a p/n.

Are you saying you replaced the upper One-Way Roller clutch bearing assembly only? If so that tells me you purchased the whole clutch assembly. I know of no parts supplier that sells the upper One-Way Roller clutch bearing assembly alone. We Are talking about a FAV6800A machine correct? To make sure I’m following here is the clutch parts view.

You can hear water still in the washer - not inside the tub where you put the clothes but inside the washer machine.

I believe you are referring to a GE top loading washer. GE uses a liquid filled balance ring around the top of the washer to help compensate for off balance load. The sound is perfectly normal.

Sounds like washer mites. Put some cheese on the top of the washer after the load finishes. Then leave for at least 60 minutes. The mites will eat the cheese, be satisfied, and your wash will be good next time.
